Given the general downtrend and the looming AGM, they may be holding off. IMO there is some further downside risk yet so if a board member was going to get some more they may be timing the buy. If material information was to be released at the AGM that would also exclude buying now. Not that I am expecting that - just looking at potential scenarios.
