As part of the UN Security Council Russia will have problems voting on Iraq.Why?Russia has destroyed less than 3% of its huge chemical warfare arsenal despite promising to do so 7 years ago.In Chechnya they are accused of human rights violations as bad as Iraq with the Kurds.How can they do anything but exercise a veto on a vote against Iraq.China probably falls into the same dilemma.
