Inference of relationship with Lynas utter nonsense at any level, even basic DD would reveal Ucore as a charade, IF there is any commercial substance here the logical fit would be Medalion, small scale operation looking to produce a cost effective concentrate from monazite mineral sands waste.
Emphasis "small scale", which is the antithesis to economic RE.
