I've seen the same principle work on the shop floor- some people get off on giving money away, as long as it's not THEIR'S!
None of them would have given money out of their OWN pocket but they felt good about giving someone else's money away. They got kudos for literally doing nothing!

Simple really.

Just vote with bias and we will never have the Gov't we deserve, just like the US.
