I don't believe the opposition are being populous. You only have to look at the polls to see that they are not. And I think they know they will be condemned to a second term in the wilderness, hence their opposition to these irresponsible cash handouts, and Costello's unwillingness to take the opposition leadership.

Opposing cash handouts AREN'T popular. First term oppositions don't need illustrated policies. Their policy is what was left behind when they were voted out. But I'm unsure why Rudd seems more interested in opposition policy than his own. Maybe because he has no ideas of his own. The reason he held that ridiculous 2020 summit -a charade of butchers paper and flow charts, where only 9 of the 967 ideas have been adopted.

But we all know what Rudd's policy was when he was opposition leader: just agree with what Howard says.....me too!!
