From some current first hand experience here in Nepal, it seems to me that nothing new/innovative moves quickly in developing and developed nations alike, but for different reasons.

Studies of recent success stories of countries moving up from third world levels show the absolute biggest driver for their success was increased transparency and reduction of graft/corruption at all levels, ie goverments, their instruments, business and personal ... Chile is a apparently a good example.

I'd say China, Pakistan and Indonesia ... all countries with much to gain from technologies such as UCG, have a ways to move up in areas of transparency/governance/legal framework to be receptive and to accelerate relevant approvals ... point being, I can see why things are happening "in the fullness of time" for UCG in those and similar countries.

Then in developed nations like Australia the pedulum has perhaps swung to far and environmental minorities have too much say and politicians have forsaken vision for precautionary compliance.

We need a "goldilocks" country where people and conditions are "just right" for UCG 8))
