What if the processing is done in Greenland, Britain or somewhere in the EU. Knowledge and skills with processing REE’s then being transferred to others? I dare say that the Chinese would start off with their own people but if the country where the REE processing is done has these workers on contract until the knowledge and skills transfer is completed - Chinese position and power then? This is the model the Chinese used when building the three gorges dam. They employed the best engineers, hydrologists and any other professionals needed from all over the world. Each foreign employee had at least two Chinese people with them at all times when working. When the Chinese workers were skilled up the foreigners were let go. The Chinese now build dams for other countries as well as themselves.
Shenghe has already said they are prepared to work with Greenland and European industries. Long game play? Time will tell.
