Im not saying what you're saying is wrong, But it's just too early to answer those questions, have to wait for the evidence to come out.

But what we do know is that there has been a shift in the threats to our society.
Pre-Covid it was radical islam
Post-Covid it appears to be home-grown radical patriots, look at what happened in the US on January 6th, now look at the far right plot to over throw the Getman Government, now this in Australia.

More needs to be done to disrupt these radical patriot groups.
