Anyone, regardless of IQ should know not to get between a doctor and a seriously injured person.

The vast majority of police recruits have reasonable personalities. But as there are ratbags in the general community there are ratbags in police forces.  That isn't the problem per sae.  The problem is a failure to quickly boot out the unsuitable minority.
