The AFP and state police need to start a big operation to get rid of all the taxi drivers, deport them if not Australian citizens, have their DNA taken, investigated for any activity unbecoming a person in a care role in the community, they should not have any record of unsavory activity and for any breaches of COVE safety, they should be put before the full extent of the law.
