The current mandate in the Act appears quite clear on what infrastructure might be funded. I read the mandate to be quite broad - particulary (b) and (c). I also do not see anywhere in the Act that excludes private infrastructure such as the prawn farm itself (ponds and other infrastructure). At the end of the day it is a loan not a grant designed to increase economic activity in the North.
