They look after themselves and their mates on the other team. Consider the corruption in NSW. Australian Water Holdings employed a whole lot of lobbyists from the Red and Blue team. It wasn't run by water engineers, it was run by spivs. Their asset was the inside rail to politicians.
Unless you pay a political insider you can't get to a minister. The corrupt system is run by insiders for insiders.
