If TOU's are the problem, that is it may be a requirement for mods to respond to a TOU and spend time reading the post/thread that has been complained about, wouldn't it make some sense to raise the threshold level for a TOU to become visible/actionable for a mod.

For example, for a TOU to be visible to a mod at least 5 different complaints must be made by different people.

Below the level of 5, for example, the post is not really offensive, possibly just annoying to a couple of people who does not support the political position proposed.

The level could be set at 3, 5 7 or any level that results in a suitable coverage of the truly offensive posts.

Not sure if that would solve the problem, but just a suggestion.
