Is there a genuine intent to act?
Raising hope to raise cash on a stated intention of action, on a long shot project, then going quiet,
not informing the market of being "unable" to act on an announced stated intention with a stated time line
then missing the time line (making the prior announcement misleading)
or just not acting because 'insert reason".
