I agree if the constuction phase falls off the edge tomorrow and complety stops then the effect will be felt.
BUT, if you live in WA (or QLD) you will see that the construction phase will last for a very long time to come.
If in doubt, just look at all the tankers lining up to get into the port of Karratha. It is a sight you need to see.
