While I understand your alarm at a situation which offends our traditional morality your suggestion lacks logic.
Social security is paid to all mothers and children regardless of whether they are married and how many of them share the same father.
Our social security system was not designed to cope with a culture which fosters "baby farms". Islam was formulated in a time of frequent wars where men cared for numerous women including widows and it was important to maximise breeding of warriors.
The insummountable problem is that our social security system has evolved on the assumption of traditional families based on Christian beliefs. It cannot cope with "baby farms".
