    Yeah, possibly, but you'd have start with the system and unfortunately the only people who can change the system or vote for significant reform have absolutely no incentive to do so. Ever wonder how civil wars and coups start... its because the systems at the end of the day are all incapable of self regulation and ultimately dip into the pockets of the population 1 too many times. I think if WA does separate (as in WAxit ) that would be an amazing turning point in how the system governs itself. Failing that you'd need to ban politcal donations, and possibly political parties to ensure that electorates are heard equally and not based on party agendas. You probably need some kind of reforms that ensure the ministers are provided no special treatments such as separate superannuations, salary bands, and priviledges that are currently enjoyed. The problems only end when they are held to the same rules as everyone else... as it stands they don't feel the impact of their descisions, all care and no responsibility.
