The Ministry of Environment granting the mining licence appears to be whats holding everything up. You've got to remember they are dealing with a 3rd world government... in a country with no previous large (ie Western) mining operations...
These things take extra time and delays are beyond EMR's control when dealing with the Govt I suspect.
Either that or they're all off enjoying their Xmas holidays still!
