The article is obviously taking a shot at the sleazy creeps who made such dubious loans available to people whom they must have known would not, in many cases, be able to repay ... but that didn't bother them.
I guess they figured somebody else would be holding these things when they eventually blew up, but they got caught. And then, they are whining for the government or the Fed to bail them out. Stuff them, I say. Bail them out and they and their ilk will do it all over again.
