You CAN have SPP that is over-subscribed.
Read the terms & conditions. It will tell you that KAR reserves the right to scale back.
I have participated in HZN SPP recently and it was scaled back due to over subscription.
Having said that, I think the chance of KAR scaling back is very limited considering that the maximum you can purchase is only $5k.
