The solution is very simple:
Provide welfare for say two children aka Signapore. Any children beyond that number would rest with the family.
Dissaude immigration from countries that believe in large families; and
Drastically reduce immigration.
The solutions are simple, but the inner fortitude to implement them may be weak.
