In order to get the population numbers down, maybe the government could do a backflip on some of their policies...
1)Encourage more binge drinking 2)Encourage heavy smoking 3)Legalise, encourage and tax drug use 4)Remove all speed limits (and any other road rules you happen to dislike) 5)Make weapons freely available without the need for a licence
Numbers 1, 2 and 3 have the additional benefit that all the people who voluntarily lay down their lives in this way would also boost government revenue from the high taxes on those products. It's win win all round!
