How often to you year in an election campaign one side or the other committing funds towards an infrastructure project or some other project to sway voters in an area - happens each and every election.
There is a fundamental difference between the two:- 1. Doing it outside the established and accepted protocol = crime [fraudulent misappropriation] 2.Promising it before an election and nor delivering is also a crime [breach verbal contract] 3. Promising and not elected = ancient history
