CC was signaling they are planning to drill and the reason why they couldn't do it in the past was access issue. To me that sounds SVY got it under control but not having the signature of the farmer. Now if that means CC opened his mouth too early and now the farmer is playing hard then SVY SP deserves all the punishment in the world.
how I interpreted the message anyway. and what I think will happen to the SP if they come up and say they can't drill it because of access.
