This is welcome news, however I don't like this bit:

What's with the secrecy and lack of transparency?
This is the problem with being involved with the Chinese, there is always something that questions integrity and legitimacy.

Flooding the western world with "zero mileage" used EVs they cannot sell domestically has been a recent scandal involving car makers and local Chinese authorities, all profiteering from loopholes.
I digress.

Unless there is some deal going on where the Cameroon and Congo litigation has been settled out of Court, and somebody is embarrassed with it?
