As senator said anything is possible with Twiggy. He doesn't do things on a small scale. With his contacts raising $'s won't be a problem.
At the moment it is very easy to raise money in China. The RIO/BHP deal has opened a whole new area of investment. I know a company the other week that went to raise $100mil there and were offered 5 times that instead.
IMO, POS would be more interested in the plant rather than the resource if they got the Cawse project to expand the 15KT plant.
It wouldn't surprise me that Heron resources are also looking at the plant as well. A good way of saving a few $'s on Heron's $1.4bil 50KT plant.
