The last few small cap raisings were supposed to be pre-mine startup for Windarra. But they also have a $3.5M approx refund from the bond for the mine rehabilitation fund scheme from Government. That was from an ann Dec 2013. Which stated 6-9 months for that to be complete which should be coming soon then. But as far as it seemed the pre-start up for Windarra was funded.
