That comment was written by me and from memory not exactly word for word from Frank's EGM corporate presentation question and answers (which I attended). What I think he meant was the finance package is all organised but requires at least one western off-take before it can be finalised.

On the debt/equity split I'm not sure. If the AFR article the other day about a future $100M aud raise is close to being correct then maybe we are looking at 70/30 or 75/25.
