Mate its a state thing...to get a better handle on it google Alaskan government oil exploration rebates and select under search tool last month.
Whats happened is the dropping oil price stuffed everything up...it was working well everyone loved it...they subsidised exploration and copped a kick back from production and then gave every Alaskan resident a share of the kick back...about $2000 per year per person. They can change the future rules but they cant change the past agreements so GB will get paid its outstanding rebate along with every one else. Also as i said b4 the Govt is split on whether to continue on the plan in the future or not. If the Oil price was to suddenly shoot up then everyone would be on board to continue the rebate/incentive plan..
