From my understanding, the road and hydropower station are/will be funded from a part of the USD$6b "Infrastruction for Resource" deal, organised by JV partner, Dathomir.
Dathomir has 10% of Manono project and 240m AVZ shares, so they are in lined with AVZ shareholders to get things done by using their connection with DRC government and Chinese enterprises.
