I went and renewed my driver's licence a couple of months ago. They gave me a piece of paper as a receipt and said come back in August to collect your licence. I kid you not. Over a year to get your rego plates when you buy a brand new vehicle. Someone commits a crime against you and it takes over two years for a judge to sign a warrant. Get busted smoking a joint and you may rot in prison for ten years without ever getting a trial date. Decades to resolve land title issues.

I doubt Duterte yet knows the detail of the mess the mine tenure situation is in. No reason he would. It was working well under Arroyo but Aquino just realigned it to everything else. We can just hope Duterte lets someone sort it out ASAP.
