Logically,

1. OZL moved the product according to the Govt rules. No laws broken. A relaxation of the rules can be asked at any time. That is not a sin. If the govt dept relaxed them, and they should not have - the fault lies with the beauracy, not with the asking.
2. OZL is not responsible for the transport - G & W are.

If someone can point out an OZL liability or a breaking of the govt rules or a plan to deceive, then please list it. Until then, I can see no reason that OZL could be sued.
