I have also been trying to find a clear, complete
and up-to-date set of rules that sets out the
rights and responsibilities of all parties to the
new rules, including penalties.

If I was in business I would probably want to
delay any reopening for a while to see just what
happens. I would not want police entering my
business and assaulting my customers over an
honest mistake.
If not knowing the rules is no excuse then the
rules had better to simple, clear and published
where they can be found.
It doesn't matter whether you are vaccinated or
not if you don't have the virus. The odds of having
the virus are pretty damn low.
