CDS is owned by major Canadian banks and the members of the Toronto Stock Exchange and the Investment Dealers Association of Canada (IDA). The majority of CDS's owners are also users of CDS's clearing and depository services.

The best I can figure out is they are a 'pool' of unknown buyers.
