    One of the problems with a big share issue,many millions of shares is the potential to have a period whan it can be a waste of time for new money shareholders to buy the shares as there is a possible overhang waiting to sell to new investors,and that would keep a cap on the price.The low price share issue buyers will have a good percentage profit.Just my opinion.
