It was never a turnkey contract, whatever CDU called it. You have a turnkey, and pay a bit more for it, because then all the liability is with Sinosteel. Commissioning would have commenced May/June 2014 or Sinosteel would have been liable for damages. Now we find out that commissioning is unlikely to commence until at least a year after that date. The bitty arrangement that CDU made was hopeless from the start. If there are any problems, they'll be difficult to pin on Sino as they'll just claim it was something CDU did, or didn't, or should have done.
