It's especially significant because it comes from John Peterson, who has considerable personal experience in the battery business, including getting acceptance of new technology. When he talks about the problems, and the length of time, to get qualification from battery makers, he is doing so from a wealth of experience (including, I understand, some burnt fingers).

He is really saying that any competitor coming in at this stage faces not only the challenges of getting finance, and establishing a mine, but also the long time-period during which potential customers test and qualify the product. Until that is completed - no orders!

First-mover advantage is alive and well.
