are you suggesting citibank knew there was going to be a raise (or speculated as much) sold their stock and then participated in this raise because they knew the future of the stock is bright? if this is so why would they bother selling any stock at all? so they can buy in at a lower price? if so thats insider trading. citi would be selling for different investors that want out and raising for new investors. you need to ask yourself why this raise isnt underwritten...
