You have to remember that we only have the first two IP address numbers, so you may get alot of duplication of numbers, especially those who use the most popular ISPs (and some ISP subsiduaries use those of largr organisations).
Usually if the second number is one apart then it is quite likely that they are from the same ISP provider. Many people do not have static IP addresses so the numbers may change around slightly everytime they log in.
The tell-tale sign is usually timing of posts, when you see two different nics posting very close to each other with the same IP address, and then maybe the same two nics posting close to each other with another IP address at another time.
Of course the nics might also be different people who happen to know each other and use the same computer or network. Or it might be conicidental that two people work for the same company, in the same building, use the company's time to post on the same stocks.
As I said there is no guarantee just because the 1st and 2nd IP address is the same that these are the same person.
