This will add to EBITDA cost base. If NXL has been trying to generate short term EBITDA by under-employing, then then to fully invest back into their infrastructure they need to increase their employment base, this will reduce their EBITDA.
So whilst a positive for long term sustainability of the business model, it is a negative in the short term.
