I think a price cap on coal is unlikely - for the reasons you have already mentioned. If they force it, I am pretty sure it's going to be a disaster.
Additional taxes combined with subsidy on energy costs is the most likely option IMO. Basically, have the shareholders of all coal companies pay for a part of the electricity bill.
