Because Albo will still put a cap on overseas exporting coal exporters because most Australians don't know shit how any of this works and "coal is bad" and government needs more revenue. Also there will be a peace deal with Russia and Ukraine soon where coal exports from Russia will resume and the coal price will fall dramatically almost halving TER's SP.
