The cash cost is only $228 / t because of royalties. If they were capped at $125 / t like they are doing with domestic coal, then the cost of production would dramatically drop too.
It won't affect TER though so its a moot point, as all of TER's Australian coal is exported.
IMO this is a pretty dumb move by Albanese. Price caps are dictatorial, short sighted and generally have little overall benefit. Whilst it wasn't good for us, the best thing for the country was to do what QLD did, and that was increase royalty rates, sure its painful for us as holders in a QLD coal company, but this is a good move for Australians, IF those additional royalties are distributed back to households as reductions to their energy bills.
