    If domestic supplies could be diverted overseas:
    * the VOLUME of domestic power generation would fall
    * the domestic PRICE can't increase because of the price cap
    * the export PRICE would fall
    * the export VOLUME would increase.

    All this is if domestic sellers don't receive government compensation for the price cap.
