You can transact in the coal futures market too, and it has been just as terrible a predictor of prices.
IMO, forward prices are almost always a function of spot plus the cost of financing, storage, and hedging, and have little to do with the market's actual expectation for future prices. The obvious exception to that is when the front of the curve gets bid up because of high demand for prompt delivery.
