To my knowledge the $5500 was over either 1 year or 2 years of the Cert III depending what state you lived in. Foolish to think that the cancellation of the $5500 Tools for Trade incentive was not going to make a huge difference to number of new enrolments, thus readjust forecast. I'm my humble opinion.
