Hi gobers, it may be that in Angola, as in many countries where the system is corrupt, those at a lower level dare not take any decisions out of fear of losing their jobs, or worse, if they make the wrong ones. So, all power lies with the all-powerful, if you don't have friends in high places, forget it. So, yes, LOM SHOULD have cultivated the right people, we'll have to wait and see whether they did, or not.
