Not sure whether that is a fish slap or not................. but in this case it means "immediately" which translates as at the first possible opportunity, meaning as soon as the visas come through for the drilling team.
Visas are the hold up while the Angoly beauraucracy works out whether the skills needed for the drilling program are currently available in Angoly land.
Until that gets a tick from every department they can find, the company can't do a thing about drilling.
My understanding is that the applications were lodged back in December and usually take 3-4 months to come through
