Quite right you are about sovereign risk pretty much everywhere Budor. The DRC re cobalt right now... Indonesia in general, even the "stable" Zambia - just some examples that spring to mind but there are too many to name.
Have to say I'm selling down just a portion of my holding to de-risk though. Why? Because there's other stuff that's running red-hot right now and I'm taking a punt on that instead. Not recommending this as advice to others and I still rate XAM - each to their own and all that...
