Agree with @uiux, I definitely think Qualcomm is one of the F500 that has expressed interest in commercializing BRN however this source is an automated news site that strings relevant keywords to attract more visitors. There's no connection between Qualcomm and BrainChip through what you have provided.
The only known connections between Qualcomm and BrainChip is like what UIUX said, Jeff Krichmar. Also, it was mentioned at the AGM that Neil is close friends with an SVP of the like over at Qualcomm.
